The opening ceremony is divided into three chapters: "Phoenix Welcomes Guests," "Phoenix Heralds the Morning Sun," and "Phoenix Boats Compete in the Regatta." It includes cultural performances, a colorful boat parade, and an international Phoenix—boat race and other activities.

This year's Female Festival has meticulously planned 27 activities across six categories, including themed events, street culture activities, sports competitions, and economic and trade exchanges. The goal is to preserve and promote outstanding traditional Chinese culture and further enhance Guangyuan's reputation as the "the Road to Sichuan at Jianmen, Hometown of the Empress Wu Zetian, Land of Revolutionary Culture, and Health Resort."(By Qin Kang)
