In the "National Civilized Town and Village" Battle Village of Leshan City, there is a young police officer who writes touching chapters of serving the people with her youth and sweat. She is Kong Qian. Since dedicating herself to grassroots service, Kong Qian has unreservedly poured her passion and energy into this land, becoming a warm and bright presence in the hearts of Battle Village residents.

On September 28,2023, Kong Qian arrived in Fuxi Town, Emeishan City, to serve as the assistant to the village's Party branch secretary. She organized a series of activities through the New Era Civilization Practice Station and the rural reading room, aiming to enhance farmers' sense of identity and belonging to rural culture. In her daily role at the village committee, she provides legal consultations, guiding people to handle affairs according to law and seek legal advice when encountering issues, resolving conflicts at their early stages. Additionally, she participates in helping disadvantaged groups clean up, assisting lost children in finding their families, recycling old agricultural films, visiting special individuals, conducting anti-cult propaganda, reminding residents about safe electricity use before holidays, delivering medicine to elderly people with mobility issues, and conducting annual reviews for disabled individuals.

When industries thrive, the economy and rural areas flourish. Industrial revitalization is the material foundation of rural revitalization and also the top priority. Battle Village, an important vegetable planting base in Emeishan City, has a large output of vegetables, but there is a gap in its local fruit and vegetable cold chain system. After her research and study, she worked with the village's "two committees" to decide on establishing a Battle Village Ice Factory through the shareholding of idle land. By the end of 2023, the village's ice factory had signed ice usage agreements with over 20 vegetable wholesalers, achieving a total sales revenue of 755,053.9 yuan, providing a guarantee for the development of the vegetable industry.

Rural revitalization, with civilized rural customs as the guarantee, hinges on changing outdated practices and fostering new ones. In recent years, China has placed great emphasis on moral development in rural areas. Kong Qian actively explores a points-based management system, adhering to the principle that "morality can earn points, civility can add points, and good deeds can score points." This system quantitatively assigns scores to villagers' behaviors, ensuring that those who are virtuous receive rewards.

Kong Qian often organizes legal education activities in the village. On International Women's Day, the cultural hall of Battle Village was bustling with activity. Kong Qian organized a sharing session for women leaders and a legal awareness campaign on women's rights protection. She provided detailed explanations of key provisions such as personal protection orders and handling methods under the "People's Republic of China Anti-Domestic Violence Law" and the "People's Republic of China Women's Rights Protection Law." Using specific cases, she presented the entire process of rights protection and the measures that should be taken at each critical stage to the attending women. She encouraged and guided women to remain calm when their legitimate rights and interests are violated, not to resort to extreme actions, but to use the law as a tool to protect their rights and seek justice rationally.

"The year I went to the countryside was the fastest year for my growth. Every interaction with the people and every successful mediation of disputes deepened my understanding of the meaning of serving the people through justice," Kong Qian remarked. When handling a land dispute, she conducted multiple on-site investigations, reviewed documents, and organized negotiations between the parties involved. In the end, she successfully resolved their conflicts, bringing years of neighborhood tensions to a close.

Kong Qian's story is a microcosm of the young judicial officers across the country. They are rooted in the grassroots, contributing to rural legal development through their actions, and achieving remarkable results on ordinary posts, showcasing the spirit of young people in the new era of the judiciary. In the future, they will continue to forge ahead with determination on the path of rule of law, dedicating their youthful energy to building a higher-level society governed by law.
