On the occasion of the sixteenth National Public Security Bureau's "May 15" Economic Crime Prevention and Control Publicity Day, on May 15, the Leshan Municipal Public Security Bureau held a themed publicity event and the launch ceremony of the "Jiajing Protecting Enterprises" initiative at Shihao Square. Attending the event were Vice Mayor of Leshan City and Party Secretary and Director of the Municipal Public Security Bureau Zhang Chungen, Deputy Chief of the Sichuan Provincial Public Security Department's Economic Crime Investigation Corps Qin Hu, and over 80 other leaders from relevant municipal departments and business representatives.

The rule of law protects and protects economic crimes

In recent years, the Leshan Municipal Party Committee and Municipal Government have thoroughly implemented the development strategy of "strengthening the city through industry and revitalizing the city through culture and tourism," making the construction of a law-based business environment the core engine for promoting high-quality development. The Leshan Public Security Bureau, focusing on its primary responsibilities, has always aligned its actions with the needs of enterprises, cracking down hard on economic crimes involving businesses. It has launched five nationwide cluster campaigns and 60 data coordination operations, solving over 380 various economic crime cases, recovering more than 12 billion yuan in economic losses for enterprises, and severing multiple black and gray industrial chains that erode the business environment. Through concrete actions, it has built a solid barrier for Leshan to create a "market-oriented, law-based, and internationalized" business environment.

At the event site, Leshan Public Security, in collaboration with tax, market supervision, financial regulation, and the People's Bank of China departments, used themed exhibition boards, case warnings, legal consultations, and interactive check-ins to educate the public about common economic crimes such as illegal fundraising, pyramid schemes, and credit card fraud. They distributed over a thousand anti-fraud slogans and answered more than a hundred questions on corporate compliance and risk prevention, promoting the concept of "everyone knowing and abiding by the law, and enterprises operating in compliance" deeply into people's hearts.

"Jia police protection enterprises" efforts to build a "service matrix" to protect enterprises

In recent years, the Leshan Public Security Bureau has taken multiple approaches and forms to facilitate communication channels between police and enterprises. They have visited and contacted over 70 companies, identified more than 140 enterprise-related risks, and solved over 80 economic crime cases involving enterprises. Among these, the "Gong's Loan Fraud Case" and the "Jiang's Suspected Embezzlement Case" were recognized as one of the "Top Ten Typical Cases for Serving and Protecting High-Quality Development of Private Economy" in Sichuan Province. To further deepen the "Police-Enterprise Co-construction" mechanism, the Leshan Public Security Bureau has launched a one-year "Jia Police Protecting Enterprises" special action across the city, innovatively introducing a "136" work mechanism to safeguard economic development through systematic, precise, and long-term measures.

According to reports, the mechanism is based on "one platform for strong support," establishing the "Jia Police Enterprise Protection Station" to build a dual-track service model of "online + offline"; with "three major protection measures to promote development" at its core, closely aligning with Leshan's three strategic positions as "China's Green Silicon Valley,"  "World Tourism Destination," and "Regional Transportation and Logistics Hub," it fully supports the implementation and effectiveness of key industrial projects; using "six major actions to optimize the environment" as a handle, it comprehensively launches special operations such as "cracking down on corporate crimes, rectifying official misconduct, standardizing corporate law enforcement, strengthening intellectual property protection, building a close and clean government-business relationship, and optimizing government services," aiming to create a government-business ecosystem that is "close yet measured, clear yet proactive."

High-level promotion to gather the joint efforts of enterprises

Vice Mayor of Leshan City, Party Secretary and Director of the Public Security Bureau, Zhang Chungen emphasized at the launch ceremony that public security organs throughout the city must always bear in mind that "the rule of law is the best business environment." They should take the "Jiajing Protecting Enterprises" initiative as a key measure, treating enterprise service as a mandatory question in public security work, ensuring high-quality development with high-level security guarantees. The Leshan Public Security Bureau will focus on the urgent needs and concerns of enterprises, tailor-made assistance measures for enterprise relief, open up a "green channel" for major project approvals, strictly implement the "Leshan Public Security Bureau Case Handling Collaboration Management Regulations," standardize law enforcement behavior involving enterprises, and build a market environment characterized by "equal protection and fair competition," allowing entrepreneurs to start businesses with confidence and operate with peace of mind.

In recent years, the Leshan Public Security Bureau has integrated city and county efforts, focusing on precise actions and concentrated rectifications. They have successfully cracked major cases such as the "1.29" series of tax cases, the "4.12" illegal business operation case, and the "7.06" large-scale family counterfeit currency manufacturing case. These efforts have injected strong momentum into enterprise development, people's happiness and peace, and economic construction, demonstrating the combat capabilities and service standards of the Leshan Public Security Bureau. Today, leveraging the "5·15" Publicity Day event, the Leshan Public Security Bureau has innovatively launched the "Jia Police Protect Enterprises" initiative, adding new measures and renewed momentum to support enterprise development.

At the event site, representatives of enterprises praised the pragmatic measures taken by the Leshan Public Security Bureau. A responsible person from a Leshan-based company stated: "In recent years, the Leshan Public Security Bureau has proactively 'connected' with private enterprises and provided 'escort' support. From legal education, compliance 'health checks,' to business assistance, they have helped identify over ten points of integrity risk and optimized more than twenty internal control systems, providing our company with timely, targeted, and person-specific legal services.
