Ethnic Funds as “Living Water” Nourish Miao Township: Xingwen's Featured Tourism Drives Rural Revitalization

In the summer, the Xianfeng Tourism Resort boasts winding mountain paths and towering ancient trees. A refreshing mountain breeze and endless greenery greet visitors, who can also experience alpine Miao herbal medicine and relax in an emotional regulation center... Recently, it was learned from Qunyu Community Village in Xianfeng Miao Township, Xingwen County, Yibin City, Sichuan Province that as a National Civilized Village and Township, Xianfeng Miao Township's featured tourism has become a vivid example of local rural revitalization.
In the last century, Xianfeng Miao Township relied on coal and sulfur mines as its main economic support. Since 2015, seven local coal and sulfur mining enterprises in Qunyu Community Village gradually shut down. Losing their income sources, most villagers migrated for work. Later, to find new development momentum, the village decided to leverage its unique advantages—high altitude (cool climate), abundant bamboo resources, and rich ethnic culture—to vigorously develop rural health tourism.
Chen Shuang, Secretary of the Qunyu Community Village Party Branch, introduced that with support from ethnic minority funds and other sources, the Xianyunfeng Tourism Resort was completed after a decade of construction. "At an altitude of over 1,200 meters, with 80% forest coverage and a summer average temperature of only 27℃, it's a sought-after summer resort," said Chen. Focused on Miao cultural eco-health preservation, the 240-mu resort is driven by a local state-owned cultural tourism enterprise, with an investment of nearly 200 million yuan. Integrating Miao health services and herbal medicine wellness elements, it has become a Provincial Traditional Chinese Medicine Health Tourism Demonstration Base and is striving for provincial-level tourism resort status.
In the resort, the eco-Miao homestay area features buildings blending Miao stilt house elements, showcasing ethnic characteristics; the starry tent area takes inspiration from constellations, allowing visitors to "sleep under the galaxy" in transparent domes; and the log cabin area sees wooden houses merge with the forest, embodying ecological harmony.
"Tourism has injected unprecedented vitality into the village," Chen Shuang said. During the 2024 summer peak, the resort received over 4,000 visitors daily, with annual visits exceeding 150,000. This has promoted exchanges among people of all ethnic groups, while driving income growth for over 500 surrounding households, with tourism revenue exceeding 45 million yuan.
In Qunyu Community Village, the story of Chen Wei, owner of "Mountain Flavor" homestay, reflects the upsurge of returning entrepreneurship. Inspired by rural revitalization policies in 2019, he returned to build a featured homestay covering 2,000+ square meters with 35 rooms. "My secret is food—black-bone chicken, square bamboo shoots, and Miao-style 'Eight Bowls.' Winning visitors' stomachs keeps their hearts," Chen Wei smiled, noting his homestay is fully booked from late June each year.
At the nearby "Happy Farmhouse" restaurant, villager Zhang Xiaoling is busy. Encouraged by Chen Shuang in 2020, she returned to start a business, learning from scratch. "Thanks to village-organized training—from cooking to management, hygiene to hospitality—they taught us step by step." Now, her nine guest rooms yield an annual net profit of 50,000–60,000 yuan, on par with migrant work income. "Local cured pork and Miao sausages are our specialties. We even invite guests to dance the lusheng dance, ensuring they eat well, have fun, and remember Miao hospitality," Zhang said.
The tourism boom embodies Xingwen County's concept of "shaping tourism with culture, enriching Xingwen through tourism." "We leverage ethnic funds to precisely nurture featured industries, build the Xianfeng tourism brand, and promote extensive exchanges among all ethnic groups," said an official from Xingwen County's Ethnic and Religious Affairs Bureau.
A responsible person from the Sichuan Provincial Ethnic and Religious Affairs Commission introduced that in recent years, adhering to the main line of forging a strong sense of community for the Chinese nation, Sichuan pioneered the National Unity and Progress Demonstration Project nationwide. Following the principle of "targeted investment, complementary functions, information sharing, performance improvement", it coordinates and integrates about 800 million yuan in annual special ethnic minority funds, combining national unity progress creation with central tasks like rural revitalization, grassroots governance, and ecological protection. It prioritizes constructing over 300 demonstration projects, including National Unity and Progress Demonstration Villages, characteristic villages of ethnic minorities, and demonstration communities, boosting high-quality development in ethnic areas.
