Zhangcun Village in Yongfu Town, Muchuan County, Leshan City has developed a diversified bamboo industry model shaped by its unique climate and terrain. With the implementation of work-for-relief programs in 2023 and 2025, this initiative has transformed the village through practical public welfare efforts. The "relief-driven prosperity" path is now accelerating rural revitalization at a visible pace.

Guided by strategic planning and targeted measures, we have steered the course for project development. Addressing the bottleneck in the bamboo industry's main artery, we implemented a holistic approach: establishing mountain bases, developing specialty industries, processing facilities at lower elevations, and creating scenic landscapes across the entire area. The project was located in five villager groups of Zhangcun Village. Through villagers' self-construction efforts, 10 kilometers of industrial roads were built, effectively connecting Birdwatching Base Camps No.2 and No.3 with the edible bamboo shoot industrial park. This creates a seamless "one-stop" experience from sightseeing to dining. The completed Bamboo Tourism Corridor will enhance transportation efficiency for bamboo shoots, is expected to attract 10,000 additional annual visitors, and generate over 1 million yuan in tourism revenue.

Balancing quality and efficiency with standards as the cornerstone, we fortify the bedrock of engineering projects. The philosophy of high-quality efficiency is integrated throughout the entire project lifecycle management. Construction teams collaborate with professional designers for on-site surveys and technical drafting to enhance construction efficiency and scientific rigor. Through town-village meetings and outreach campaigns by Party members and cadres at township and village levels, quality and safety awareness is instilled in every construction worker. We ensure traceable sourcing of all construction materials, documented records of every operation, and transparent acceptance of concealed works – locking down quality control at every stage. Quality supervision is maintained throughout the entire process: preemptive early warnings, embedded strict controls during construction, and retrospective accountability mechanisms post-completion, weaving a comprehensive quality safeguard network across the entire chain.

Putting people's livelihoods first and promoting shared development, we have forged a united front for revitalization. By prioritizing public needs and swiftly addressing urgent challenges, we tackled issues like migrant workers' difficulties in finding jobs and low incomes. Through comprehensive surveys, we identified over 300 willing workers across eight categories including transportation and formwork specialists, creating more than 120 specialized positions. This initiative absorbed over 110 special groups including poverty-alleviated households and relocated residents. To equip these groups with skills, vocational school instructors were invited for training sessions, delivering 250 person-times through a "theory-practice" approach. Our dual strategy of poverty alleviation and wealth creation not only directly increased labor income by 2.2 million yuan but also strengthened internal motivation through skill development and industrial support, establishing a sustainable "blood-making" mechanism.

From rugged mountain roads to a broad avenue, from a closed corner to a four-way road. The successful implementation of the work-relief project in Zhangcun village has maximized the social and economic benefits, and set out a new way of rural revitalization that brings tangible benefits to the people and adds vitality to development.

In the next step, Yongfu Town will continue to deepen the work-for-relief model, promote experience in infrastructure construction and living environment improvement, continue to release policy dividends, and inject strong momentum into rural revitalization.(By Shuai Hongdong, Yongfu Town Government)
